Who We Are
The Carramar and Tapping Residents Association (CATRA) was formed to give residents of these growing suburbs a unified voice when dealing with local, state and federal agencies.
We advocate on issues that matter to our community - from traffic and development to parks, safety and local services. We are run entirely by volunteers who live and care deeply about this area.
Membership is open to all residents of Carramar, Tapping and surrounding areas. At just $1 a year, joining helps ensure our community has a strong, representative voice when it matters most.

The Neerabup Resource Recovery Precinct Action Group works alongside CATRA to represent residents’ concerns about the proposed Neerabup Resource Recovery Precinct and its potential impact on Carramar, Tapping, Ashby, Banksia Grove, Hocking, Sinagra, Neerabup and surrounding suburbs. The project has now moved beyond early community consultation and is progressing through State and Federal regulatory assessment processes.
On 24 February 2026, the City of Wanneroo resolved to proceed with Stage 1 of the project. Stage 1 includes a Waste Transfer Station, Community Recycling Centre and Materials Recovery Facility.
The DWER works approval application (reference W3210/2026/1) has been accepted and is under assessment. The formal public objection period has now closed. CATRA submitted a substantial bulk objection on behalf of the community and many residents lodged individual objections directly with DWER.
Although the formal objection period has ended, the assessment is ongoing. The DWER works approval decision for Stage 1 is expected in late November 2026. Residents may still contact DWER with concerns, questions or relevant information. Quote W3210/2026/1 and email info@dwer.wa.gov.au.
Stage 1 proposes a Waste Transfer Station, Community Recycling Centre and Materials Recovery Facility. The broader masterplan allows for possible future waste-to-energy technology - commonly referred to by residents as an incinerator.
Residents have raised concerns about odour, air quality, groundwater, noise, heavy vehicle traffic, native vegetation clearing, black cockatoo habitat, fire risk, battery and hazardous waste handling and cumulative impacts from future stages.
Active processes include the DWER Works Approval (decision expected late November 2026), Clearing Permit Appeal (decision expected late July 2026), EPA Referral (due late August 2026) and DCCEEW Review (due mid November 2026).
We are monitoring all approval processes, reviewing technical reports, raising concerns about local wildlife and black cockatoo habitat, opposing future incinerator stages and keeping the community informed as the project progresses.
CATRA and the NRRP Action Group support better waste management, recycling and resource recovery. However, we do not support the establishment of a large-scale waste precinct at this location, particularly where later stages may include an incinerator or waste-to-energy facility, expanded waste transfer operations, battery disposal or hazardous waste handling.
Any facility of this scale must be subject to proper independent scrutiny, transparent technical assessment and full consideration of impacts on nearby communities, bushland, local wildlife, black cockatoo habitat, groundwater and public health. The community deserves a process that is open, evidence-based and accountable.

A petition has been lodged with the WA Legislative Council calling on the State Government to halt all approvals, clearing and construction at the Neerabup Resource Recovery Precinct until full independent environmental, groundwater, health and planning assessments are completed and publicly disclosed.
The petition also calls for the proposal to be referred to a parliamentary committee for inquiry and report. It covers the proposed waste transfer station and any future waste-to-energy incinerator component.
