You don't have to wait for the crime to occur, just report suspicious behaviour, even kids hanging round the shops with hoodies and back packs - it is highly likely they are carrying spray paint. The police / rangers will try and get there as soon as they can. Okay, they may not catch them this time, but the more this behaviour is reported the more the authorities will target the area with patrols and also prioritise calls to this area.

Commentary
Shopping Centres like the one at Carramar Village become targets for young hoodlums. It is a convenient location for them to meet up and also a good target for graffiti and vandalism. There has been a marked increase in reports of anti-social behaviour around Carramar Community Centre and Carramar Village since the shops opened.
The shops were graffitied several times in the first few weeks after opening. Kids as young as year 5 have been seen breaking windows or shoplifting. There have even been reports of a car selling drugs brazenly in the Carramar Village car park after schools close. So come on! Don't just shrug your shoulders or assume someone else will call the police. It is your hard earned taxes that will pay for the clean up. It could even be your kids buying drugs or getting involved.
